IO3: the production of the content of the Cluster4Smart course

We have prepared a video introduction to Cluster4Smart e-learning. It is an e-learning course on cluster management towards a smart industry.

The production of the lessons’ content is directed by gnomon and the University of Strasbourg and has been divided up among the consortium.

Production of the training content 

Our pedagogical team is composed of professors and professional experts in cluster management from the different consortium’s organisations, including teachers who give classes in the cluster management’s master at the University of Strasbourg. They have been selected according to their expertise as regards the curriculum’s content. 

We are working hard to provide you a high-quality e-learning experience!

Last but not least, our online courses will be available in February 2020.

The brochure prepared by PwC EU Services, as part of the Skills for Smart Industrial Specialisation and Digital Transformation project for the Executive Agency for Small and Medium Enterprises (EASME) and the Directorate General for Industry, Growth & Internal Market (DG GROW) of the European Commission is a contribution to building a shared vision and strategy on skills for industry.

Going through a state-of-play analysis on smart industrial specialisation and digital transformation and in particular on high-tech T-shaped skills in Europe, with a series of key findings resulting form the analysis, the report continues with a comparison of the high-tech skills situation between US and EU, the two of them facing similar skills challenges, with differnces and similarities beteween policy thinking, private/public sector involvement, political support for policymaking etc. 

Based on the previous analysis and stakeholder consultations, a vision has been elaborated to define the objectives and priorities of an ambitious Skills for Industry Strategy 2030 for Europe. To facilitate the operationalisation of the vision, the proposal for a Skills for Industry Strategy 2030 has been developed into nine modules, each including a set of key policy recommendations detailed in distinct chapters of the document and accompanied by examples of best practices:

  • Leadership and Governance
  • Territorial skills strategies
  • Dedicated funding for re- and upskilling
  • Incentives for individuals and businesses
  • High-quality vocational education and training
  • Accelerated world class curriculum
  • Industry-led training infrastructures
  • Talent detection and nurturing
  • Communication at all levels

How can clusters boost entrepreneurship? How can entrepreneurship policy makers make better use of clusters? What can be learned from good practices about supporting start-ups and scale-ups sustainably through clusters? What are the Do’s and Don'ts for cluster and entrepreneurship policy-makers?

The purpose of this Smart Guide is to provide guidance to cluster policy makers and cluster managers in designing and implementing programmes that accelerate the creation of start-ups, spin-offs and scale-ups in emerging industries and in specific value chains. By focusing on innovative entrepreneurship, this guide offers practical help on how clusters can mobilise resources to effectively support entrepreneurship throughout the entire entrepreneurial life cycle. The guide shows that entrepreneurship support through clusters can be a driver of SME competitiveness, industrial modernisation and job creation. It presents 12 examples of good practices of entrepreneurship support programmes delivered through a cluster approach. As there is no" one size fits all" approach, the good practices constitute a mix of support measures and implementation frameworks that can be activated within clusters to establish vibrant and resilient entrepreneurial ecosystems. The guide concludes by identifying seven Do’s and Don'ts to guide cluster and entrepreneurship policy-makers in designing effective entrepreneurship support programmes.
